Why doesn't the Arria II GX device configure with encrypted data in AS mode?

Description

There is a bug in the Quartus® II software version 9.1SP2. It generates an incorrect encrypted file for Arria® II GX devices in AS configuration mode.

If the unencrypted file configures an Arria II GX device successfully, it indicates the hardware connection is fine. The encypted .jic or .pof file generated by the Quartus II software version 9.1SP2 has the wrong PLC count, so CONF_DONE check will fail.

The workaround is to disable CONF_DONE checking in Advance settings while converting programming files.

This problem is fixed in the Quartus II software version 10.0.
