Why do I get this error in the Quartus? II software when I try to program my 100-pin plastic quad flat pack (PQFP) configuration device with the ByteBlasterMVO cable "Can't recognize silicon ID for device <name>"?

Environment

Description

You may receive this error message because the address pins (i.e., F-A# and C-A#) have improper connections between the controller and the enhanced configuration device flash memory. You must externally connect the following pins of the 100-pin PQFP package as follows:

F-A0 -> C-A0
F-A1 -> C-A1
F-A15 -> C-A15
F-A16 -> C-A16
